A massive aged care development and seniors community in Shellharbour is one step closer and on track to provide more than 150 apartments and services to meet the needs of the region’s ageing population.
Uniting NSW ACT has unveiled the first look at its mix of independent living apartments and assisted living service planned for the Wattle Road development, with the DA for the first stage of the project approved by the Regional Planning Panel.
The concept plan shows 152 apartments across four buildings, each six storeys high.
There will be a mix of one-, two- and three-bedroom dwellings across four buildings with walkable gardens and communal spaces throughout the site.
The concept to combine independent living and assisted living services on-site aims to allow residents to stay as long as possible, with 10 per cent also to be designated to affordable housing to support people of all backgrounds.
“We recognise the urgent need for high-quality seniors housing in Shellharbour, and Uniting Shellharbour will deliver exactly that, underlining our mission to put Australian seniors first,” Uniting Director of Property and Housing Simon Furness said.



As well as plenty of open green space, the plan also includes administration offices and basement parking for 149 vehicles.
The location hopes to promote community connection by ensuring it is convenient for residents to utilise local shopping centres and facilities to help maintain their independence.
“We’ve focused on harmonising the landscaping of the development with the local coastal aesthetic, to truly pay homage to the stunning natural surrounds, creating a place that residents would be proud to call home,” Simon said.
“While the development will offer a peaceful connection to the coastal area, the strategic location of the Shellharbour development also means residents will be able to easily access community amenities including local retail precincts via a short walk,” Simon said.
The plan has reached a crucial milestone with the first of four stages now approved, with construction expected to begin mid 2026 and to take around two and a half years.
But while the focus is currently on completing stage one, the approved concept plan from 2014 includes a total of 352 apartments in 11 free-standing buildings.
With more than 20,000 people aged 65 or older expected to call the area home by 2031, Uniting is hoping to provide the modern integrated living solution the Shellharbour community needs now and into the future.
